BURBAGEROAD BRIDGE
THE INSIDE STORY.
BREACH TO GAS MAIN CAUSES DELAY.

Network Rail are in the process of replacing the bridge over Burbage Road. The new bridge will be safer but, crucially for us, much quieter as it will be made of concrete and will not rattle. Instead of being supported on 6 columns it will be supported by the brick piers. Nuttalls, the subcontractors, have been planning this for about a year and have actually been building the new bridge in the cycle track for two months. The new bridge is in two parts each weighing about 86 tonnes and then they will have 100 tonnes of ballast put on top. Nuttalls and Network Rail have been fantastically good communicators and have been very friendly throughout.
Unfortunately early on Saturday morning the leg of the crane caused a 3" gas main to fracture, but it was enough to stop work - oxy-acetylene cutting torches and leaking gas do not go well together. one of those things - the Victorian cast iron pipe was due to be replaced in August so it was bad luck. With the limited time left it was decided to abandon the job until next weekend (probably, depending on hiring some heavy duty plant again). It really is heavy-duty plant - the larger crane can lift 700 tonnes and the smaller one over 200.
Although the engineers have had to postpone the main work until next week they were able to remove the two side panels one of which is shown here being lifted off.

YOUTH SERVICES
Extra funding for youth services
There will be an extra £100,000 invested by Lambeth Council and Lambeth Police in youth services this summer, which will partly be used to re-establish a summer scheme for the Brixton area to give young people something worthwhile to do during the school holidays.
The extra investment will also increase the opening hours of four youth clubs for most of the summer. There will also be seven adventure playgrounds that will now be open from 10am to 6pm.
Following the murder, the council and the police are working closely together to listen to the community concerns and to provide reassurance. As part of this, the council is running community drop in sessions for young people to give their views.
As well as this the council is working on the Integrated Youth Strategy, which is expected to be launched next month. The aim of this is to make sure there are no gaps in youth provision in the borough, and to identify what could be improved. Meanwhile, the Youth Inclusion Support Panel is there to help make sure at risk young people have access to the services they need.
The council is also working with the voluntary sector and looking at what assistance it can give to help organisations extend the services they provide for young people over the summer.
Councillor Mark Bennett, Cabinet member for Community Safety, said: ?This tragic incident has shocked everyone at Lambeth Council deeply, and we are committed to listening to the community and finding out their views.
?We are mindful of the importance of making sure we provide positive activities for our young people, and following this tragedy we have taken an urgent look at levels of youth provision, and as a result we have agreed with the police to invest an extra £100,000 in services.
?Youth provision is a priority for this administration, and we are determined to make sure this extra investment is something that can be sustained in the long term.?

The Kinetika Bloco based in Lambeth and Southwark is the largest standing youth Bateria in the country and they are
in the process of creating a real tradition of carnival performance and music-making here. This summer school provides
a unique link between music making in school and involvement in the wider community. It gives students the joy of
performance on a large scale with several performance opportunities including participation in the Thames Festival in
September.
Kinetika are looking for: 50 drummers, 40 Brass Players and 30 Dancers to take part.

The London Borough of Lambeth will soon be upgrading the street lighting in your road. The works will be carried out by Lambeth Lighting Services on behalf of the Council and will involve installing new lamp columns and lanterns designed and maintained to meet the latest British and European Standards. This work is part of a Borough wide programme to improve street lighting under the Private Finance Initiative (PFI).
The Council believes the benefits to residents will include among other things:

Any incident is serious but the victim in last Sundays shooting about midnight in the park was of a 16 year old boy. It is suspected that this was another gang clash victim.. He ran from a hooded gang and was found by police and paramedics in Dulwich Road by Hurst St.
He had a damaged kidney and spleen removed..

A hardy band of swimmers queued from 6.30 this morning to be first in the Lido.
by about 40 people had turned up - most buying the season ticket at £80.
Seasoned swimmers said the water was warmer than usual due to the warm weather over the last couple of weeks and the fact that it had taken 10 days to fill up due to low water pressure in London.
BBC Radio and Television arrived to carry out interviews with Mary Hill, Mary Fogarty and Giles Gibson and others.
Casey McGlue is managing the swimming on behalf of Fusion and the refreshments kiosk isalreadyy open with a range of healthier snacks than in the past out do chips and burgers ( hot dogs are retained). Speciality breads and rolls. are also available.
Rob Pagano, Fusion manager expects works to start shortly. The first job is for
Thames Water to move the water main ( this wont affect the swimming as it takes place in the park.
Following representations made parents and local residents and a site meeting organised by Councilor Clare Whelan with Lambeth Safety Officer, the following reply has been received .
Dear Councillor Whelan
Following this morning's visit, and the discussions that took place, I thought it best just to clarify the issues raised and the actions from them:
I will look at providing a relief School Crossing Patrol Officer until such times as Mrs Lea Blandford returns to work. I have people in the pipeline who we could possibly use, and then move them to their permanent site once Lea returns.
I will ask Misha Hewapannage (School Travel Plan Officer) to look into the possibility of installing a raised Zebra Crossing where the School Crossing Patrol Ofiecr currently operates, although it is unlikely that there is funding available in the 06-07 budget and it may have to wait until 07-08.
In the meantime Eugene will look into the possibility of putting a single yellow line in either side of the crossing, on both sides of the road.
Eugene to investigate the possibility of installing a cycle path, with Mr Richard Ambler - Cycle Projects Officer.
I will arrange for two more 'School' signs to be erected; one going up Rosendale Road replacing the old sign that is currently in situ, and the other at the roundabout at the junction with Dalkeith Road.
I will provide a Vehicle Activated Traffic Calming Sign, which indicates '30. Slow Down' by the end of this financial year going down hill in Rosendale Road (providing there is a suitable location to install this; given that it requires approx. 80-100metres clear site line).
Eugene will liaise with James Ross to ascertain the current position with the School Keep Clear markings and the Traffic Management Order, to see if we have to start from scratch when moving the markings from their current location to outside the entrance used by children/parents.
I hope to be able to give you a further update by the end of next week.

and yes.... lawyers have resolved differences so that Lambeth and Fusion can sign a contract giving Fusion a 25-year lease on the pool
and yes.... as we write architects (PTEA) and builders (Cosmur) are finalising plans for building work to begin with completion planned before the swimming season in 2007. Thames water will begin diverting that awkward section of water main in six to eight weeks.
In order for the pool to open promptly next June building might have to begin before this season ends. Fusion will give as much notice as possible of any disruptions or short closures before September 3. Watch BLU?s web site for updates.

Clr Jim Dickson is submitting the following motion to the next meeting of the Council
Herne Hill Junction Regeneration
The council supports the Herne Hill Forum in calling on the new administration to make more effective the previous approach to the Herne Hill junction improvement and related regeneration works. It is very important for the area that these works now move ahead.
The council notes that Mayor and TfL have made a commitment to the scheme and to provide the funding to help see it implemented and that forward movement is very much needed. The council should identify the resources to ensure that design work can continue during this financial year.
The council believes it is important that the principle of the project board - of officers, Forum representatives and residents - managing the development of the scheme should be retained and that the commitment of officers in the transport section to partnership working with the community should remain.
The council therefore commits itself to work in partnership with residents in this way to ensure that the full scheme is taken forward as quickly and effectively as possible.

4 ‘small schools’ of 300 students on one site so there’ll be 4 Headteachers. Project Managers at ARK (Absolute Return for Kids) have based their design on the premise that pupils work best in smaller environments.
Chris Randall, Project Manager emphasised a ‘depth before breadth’ philosophy which means that literacy and attainment at basic level Maths will be the focus before exploring deeper into any one subject. Teaching is up to ‘A’ level. There are specialist areas of Sports & Maths.
Other schools will have access to the expertise and facilities and there is a legal charity tax problem which they hope to overcome before they can offer more than 10% of their space to community use.
No religious ethos. Criteria for admission accords with ‘Every Child Matters’ i.e. Educational Special Needs provision will be supplied as necessary. Proximity to the school will be a consideration factor.

ThaTraffic Phasing - Signal Id: 02/029 -HERNE HILL JUNCTION
Thank you for your email of 22 May 2006 regarding the above mentioned traffic signals.
In view of your concern, I passed your comments on to our Directorate of Traffic Operations (DTO). They advised me that recent deterioration in signal timings was due to a fault which disrupted communication between the on-street junction signal controller cabinet (which controls the signals) and the remote Urban Traffic Control (UTC) computer which determines the optimum signal timings at this junction and other signal facilities in the surrounding network.
Our records show the fault unfortunately persisted from the evening of 04 May 2006 to the evening of 20 May 2006. Please accept our apologies for any disruption this may have caused.
The UTC (remote) control has now been re-established, so the southbound Herne Hill movement is receiving 10 seconds more during the green phase. Arrangements are also being made to update the local signal timings, so if communication is lost again, the local timings used will better reflect the normal times.
Thank you again for your email – please accept my apologies for any inconvenience that you experienced as a result of this problem.

Following the tragic fatal stabbing of a young man last Friday Clr. Mark Bennett the Executive memeber for Community Safety called and emergency meeting of the CDRP ( Crime and Disorder Reduction Partnership) to address issue arising from this untimely death.
The reduction of central government funding had lead to planned cuts in the
Summer Youth Provision prgramme for the borough. This has now been reversed and the planned cuts will not take place. One hopes that this incident will help focus attention on the need for the devleopment of enhanced youth provision in the borough.Its a complex business.

In the week that Fusion failed to open Dulwich swimming baths due to lack of staff they have taken the bold step of siging a long lease to run Brockwell Lido. Fusion have now got to come up with the goods to delivering a Lido fit for the 21st century with a £2.500,000 investment and extension plan.

Brockwell Lido’s future has been secured after a long period of negotiation with the news that Fusion has signed a long-term agreement with Lambeth Council. The 25-year lease will see Fusion inject over £2.5m, including £400,000 funding from the Heritage Lottery Fund, to redevelop the Lido and to create around 50 jobs.
The redevelopment will see a range of top quality new facilities created. A newly constructed healthy lifestyle area will include a spa with hydrotherapy pool, sauna, steam and therapy rooms, together with additional multi-purpose studio space, fitness suite and new changing rooms. A complete redesign of the Lido’s entrance, toilets and changing rooms, and pool surrounds will also be included in the refurbishment.
As a Grade II listed building, the Lido will retain its original features, such as its square clock and streamlined pavilion buildings. Fusion’s investment will also see local community organisations that currently use the Lido, such as Whippersnappers and yoga groups, provided with upgraded facilities. Their classes will continue to operate at the Lido while the refurbishment takes place.
In addition to the refurbished amenities and new lifestyle programmes created, the announcement means that the affectionately known ‘Brixton Beach’ will become self-sustainable and not reliant on public funding. High operating costs have seen many of the UK’s lidos closed and it is anticipated that Brockwell Lido could become a model for sustainability for lidos across the UK. Peter Kay, chief executive, Fusion, said: “We are delighted to ensure the future of one of south London’s most popular attractions. The Lido has been the heartbeat of the community for many years, but the funding that has gone into the project was crucial to maintaining this position. When the new amenities are in place, ‘Brixton Beach’ will become the multi-purpose facility it has always had the potential to be and a community facility to be proud of.
” Cllr. Lib Peck, Lambeth Council cabinet member for environment said: “To enter into this partnership with Fusion is a great opportunity, as it will not only bring about long-term stability and continuity, but will also attract an even broader range of users to the Lido. To secure its future is fantastic news, as it is a landmark steeped in history and a much-loved community facility.” Earlier this year, Fusion invested in excess of £50,000 refurbishing the facilities in readiness for the summer season. A complete facelift of the swimming pool included grit blasting, repairing cracks and repainting.

BURBAGE ROAD THROUGH CLOSURE

Essential bridge works require the closure of Burbage Road to traffic around the structure, effectively rendering the road usable for local access only. It is planned that both ends of the road and all roads off Burbage will be accessible in the normal way.
Should there be a delay we shall endeavour to let you have news just before the 27th.

While the new southerly routing along the length of East Dulwich Grove directly to Lordship Lane (instead of via Melbourne Grove) has been operational for a while, we are advised that the northern extension of the route has not yet come into force. UPDATE FROM OUR LOCAL GREEN COUNCILLOR BECCA THACKRAY
Dear Cllr Thackray
Thank you for your email below concerning the forthcoming consultation on a CPZ in the Ruskin Park area.
We have a Borough Spending Plan allocation of £ 100,000 from TfL towards this consultation. A plan showing the proposed consultation area is attached. We plan to undertake the consultation in two stages. The first stage will be to ascertain the roads that would be interested in the introduction of a CPZ. The second stage will concern detailed proposals for the area identified in the first stage.
We are currently working to complete some of our current commitments before commencing on new projects. Therefore, we expect to commence the consultation process for the Ruskin Park and Herne Hill area in the late autumn. The TfL money should be spent by the end of the financial year. Implementation would then be in the 2007/08 financial year, for which a Borough Capital allocation will be required.

We are advising that the zone will be operational from the 19 June 2006. Additional street notices will advise of this information.
I am sorry to hear that some residents have purchased permits in advance of the commencement date. The parking shop was updated as soon as any delay was anticipated and informed to validate permits from the revised date. It would seem some residents, who purchased permits very early on, may have bought in advance of this information.
Those persons who have permits valid in advance of 19 June will be able to have the additional two weeks added on to their expiry date if they contact or visit the parking shop. We apologise for the inconvenience in relation to this.

This year in the animal section you'll find Berkely Owls, The National Farmers Union, Polly Pets and Rescued Animals, Sheep Shearing and Vauxhall City Farm. Wander round the Trade and Craft stalls, get information from the Charity and Association stalls, browse round the Food Hall and treat yourself in the Complementary Health Area. See the stunning floral displays in the Horticultural Marquee.
Also this year, Lambeth Crime Prevention Panel are organising a comunity safety/health focussed tent. This will include: Lambeth Police, Lambeth Council - Community Safety Team, Lambeth Victim Support, Age Concern, Help the Aged - Handyvan scheme, Lambeth Primary Care Trust, London Fire Brigade, British Transport Police and Smartwater. In the tent there will be refreshments, free giveaways & competitions, free health checks, defensive planting exhibition & competition, clowns and the Fire Service will be demonstrating the danger of chip pan fires. Also present will be the Mobile Police Station, police helicopter and horses.

115 people/£145 collected in tree bucket to name but two Robert Holden below gives the full story.
Dear colleagues
My sincere thanks to all those who helped make today such a great success. In addition to you members of the FOBP Committee, I extend special thanks to the Mayor, Liz Atkinson, and her consort, Richard Hardman, for crossing fields to reach all our trees and for staying the course; to Thomas Edgar for taking the photographs; to Tracey O'Dea for also taking photographs; to Kevin for helping to clear up; and to Sheila Northover for invaluable help on the day. Most important of all, I thank Laura Moprland for all her help and advice over the past year.
This year we have raised over £2000 in donations; we planted 29 trees, the most in any year apart from the Millennium year; we had well over 100 people present; we sold seven copies of Peter Bradley's new book We received a donation of £50 for a tree from Dennis Sullivan and a record £95 in the bucket(Total £145) The catering was just right, and the weather was fine. We and Brockwell Park were truly blessed.
We have £250 in donations towards the trees for 2006/2007, so we are on our way. I look forward to seeing you all on 3rd June 2007.

We are running a free Children's Voices Project for 2 weeks over the summer holidays for 13-15 year olds. We have 2 taster sessions on 9th & 14th June and are keen to have as many people who are interested along. From this we will recruit 16 people to join the course. The tasters will be fun with everyone getting the opportunity to use a camera and see themselves on screen, learn about story-boarding and doing drama warm-ups with Max & Dave who run the Saturday Arts Club drama workshops.if you know anyone who might be interested please give them a form. They can be emailed back to me or Tullia, and we just need to know which taster session they would like to attend.

Following a spate of tickets given to suppliers delivering quite legally on double yellow lines in Railton Road, the Forum asked Clr Peter O'Connell to take this up as the attitute was 'slap a ticket on let the trader seek redress' and obviously the wardens would then get some returns as not all follow through the appeal process. We advised Peter that in the two months since his intervention there had been NO wrongly issued tickets. This however indicated a lack of effective contracting monitoring at that time.

Just a day before my electoral death, I ended correspondence with the Parking Service on Alan's case and the wider issue that I'd be banging on about for two years that the council's communication with the motoring public was akin to a parlour game: Road-users weren't warned where are the traps until they land on one and are penalised.
I received a promise that there will be a regular newsletter, to be posted to permit-holders, on the range of parking rules to smash certain myths while explaining the logical detail behind restrictions. Equally, there needs to be an honest explanation of what is permissible.
In return, I gave the officers in election week a six-page summary I wrote for the Parking Scrutiny Commission of case law pertaining to parking regulations. I suggested it as a guide to the issues that people want explained to them.

I have received the attached letter from Alastair Hanton and the Herne Hill Forum, requesting that the new administration continue and make more effective the previous approach to the Herne Hill junction improvement and related regeneration works. It is very important that this happens. We have a commitment from the Mayor of London to make this scheme work and to provide the funding to help see it implemented. I am personally very committeed to ensuring that it is achieved as soon as possible. Forward movement is very much needed.

Just to let you know that I had a meeting with British Cycling (currently the short term lease holders of Herne Hill Velodrome) with the Mayors' office and a Southwark Council Officer. There was some initial discussion about the possibility of longer term plans for protecting the future of the velodrome. There is nothing to report at this stage, but I wanted you to know that we haven't let go of our concern and involvement for the long term future of the velodrome.

We have the following response from transport for London.We understand that continuing problems with a telephone connection linking the lights to the control centre caused the phasing to change and a delay in remedy.
Thank you for your emails of 15 and 30 May 2006, with regards to the above mentioned traffic signals.
I would firstly like to apologise for not replying sooner. I understand that the issue you have raised to do with the phasing of these signals has been an ongoing one, and as you have indicated has caused some considerable congestion.
Our signals engineers have been investigating the ongoing issues to do with these signals and on 30 May 2006 visited the site and resolved the problems that had caused the phasing to be out of kilter. I trust that you have observed a considerable improvement since that date.

Has anyone else had any problems with the toll gates on College Road in Dulwich?I went out for a long ride on Saturday with a friend from NorthLondon. We started out heading towards Crystal Palace up CollegeRoad. My friend had never been through the toll gates before, but assumed that as there was someone in the booth the gates were manual rather than automatic.
He followed a car through while the barrierswere up, and failed to entirely position himself in the narrow cyclelane, although he was close to it. The gate came down suddenly onto his forearms. The force of this entirely snapped off the gate, and led to quite nasty bruises and welts on my friends arms - but incredibly, he didn't fall off his bike. The toll operator didn'task if he was ok or offer first aid, but instead demanded to know hisaddress and told him he'd have to pay for the damages.
I don't know if this was just a freak occurence or something that has happened to others - the gates seem very badly designed for cycles. Does anyone have any suggestions as to what he should do if he get landed with a large bill from Dulwich Estates?Jonathan Gaventa
Chief superintendent Malcolm Tillyer has been appointed the new Borough commander for Southwark replacing CS Ian Thomas.
Malcolm is known to Lambeth residents where he was in charge of one of the divisions and deputy borough commander before moving on to (Hackney?)
He was responsible for the development of community engagement on policing and community safety in Herne Hill a couple of years ago when he attended a symposium organised by the Herne Hill Forum along with Tessa Jowell MP, Val Shawcross our GLA member
police from both Lambeth and Southwark. It led to collating of crime statistics for the area from both boroughs and was certainly instrumental in Herne Hill ward being one of the first wars to have a Safer Neighbourhood Team
The issue of over zealous ticketing by Herne Hill station was taken up by Peter O'Connell at the end of March and since then Pullen's has reporetd that tradespeople have been allowed the customary time to make delivieries whilst on approriately marked double yellow lines.
Reporting this to Peter this week produced the following response.

About 25 people attended the AGM on 25th at Half Moon Lane Methodist Hall.
Peter Cattermole of Velo Club de Londres explained what VCL were doing to patch the place up and keep it open. Relations with the freeholders...Dulwich College Estates.....are thawing and the vital extension to the 3 year lease may soon go into negotiation. There was discussion about the now admin-awkward relationship betweenthe 430 Friends of HHV and VCL.Of the existing Friends and that committee only Bill Wright (ex HHV Manager for Fusion), John Rolfs (Friends Treasurer) and me (Barry Mason ,outhwarkCyclists and LCC representative) said they were willing to continue .
After sensible discussion it was agreed that: The Friends could not be sustained with such a tiny, all busy, team of three. Better to co-opt those people onto the VCL Management Committee running the Velodrome. It was agreed to bring in Judith Bonner (Friends Chair)and Alastair Hanton (local) as well. Lots of advantages in the new arrangements.....we're all now in the same boat and it'll be easier for Southwark Cyclists etc to broaden the reach of the velodrome by being on the inside.Phone me direct with queries.
