BROCKWELL PARK LOTTERY BID

Your chance to influence the proposals going to the Heritage Lottery Fund in March.
There are two contentious issues.
RELOCATION OF THE PADDLING POOL OPTIONS STILL TO BE DECIDED
DEMOLITION OF THE CHANGING ROOM BLOCK.
An alternative proposal by Whippersnappers to relocate there bringing inward investment and save £60k demolition costs has been thwarted not to mention the environmental costs.

The Friends of Brockwell Park in their latest Newsletter give justification for supporting the retention of the changing rooms ( at least in theory) ONE OCLOCK CLUB- It was the first in London established by the GLC in response to demands for a place in the park for all weather play for under fives and a meeting place for their parents and carers. This is exactly what Whippersnappers does..and a lot more...........

BRIXTON MARKET IN DECLINE WOULD YOU WANT TO BUY YOUR FOOD HERE???

There might be success in the NO DEAL police operation to clear out the drug dealing but the market is filthy During a visit this afternnon the stretch of pavement at the end of Electric Avenue running from ICELANDS front door to to David Greiggs- about 30 metres- was deserted the stench of urine was overpowering. This next to a baker and open butcher shop
The side windows and building of ICEAND were covered in dirt. Why are they not keeping it clean.

Planning has been granted for 14 flats and six shop units. Further applicatons were made for much large dvelopments of 43 flats and 38 flats .
the local view on residents and the Herne Hill Society that this is overdevelopment of a site
on a road junction where there are no parking facilities
the planning officer Andrew Byrne abyrne@lambeth.gov.uk can provide further information.

The Milkwood Residents are campaiging for a better location for the Dustcart depot proposed at present for Milkwood Road. MAYOR FOR LONDON KEN LIVINGSTONE VISITS HERNE HILL

Thursday morning saw a visit from Ken Livingstone to Herne Hill where he met Sgt Tom Cornish and members of the Safer Neighbourhhods Team serving the Herne Hill Ward.
Accompanying Ken were Val Shawcross the GLA member for Lambeth and Southwark and Peter O'Connell Herne Hill CuncillorAll wards in London without SNTs about 340 at present will have SNTs by April.
Initially they will be slightly smaller 4 officers building up to 6 once recruitment permits.
Ken also had discusiions w tih Reliable Cars staff and discussed the needs for an integrated ticketing system for Rail Tube and Buses with Gary at the station news kiosk. At present Rail operators are resisting the integration with Oyster. However a couple of operators are looking at it.

ADVANTAGE TO LOCAL BUSINESSES OF SUPPORTING MEASURES TO BRING IN MORE PEDESTRAIN AND BUS USERS RATHER THAN CAR USERS .

PEDESTRIANISED SHOPPING AREAS WITHIN THE PUBLIC REALM

A recent survey by SUSTRANS opf 840 shoppers and 126 retailers in two neighbourhood shopping streets on bus routes in Bristol has found that retailers overestimate the importance of the car and how far their customers travel.
Retailers estimate that 41% of custmers arrived by car fact only 22% had done so.#

Retailers estimated that12% of custOmers lived within half a mile and 40% over two miles
actually 42 had come less than half a mile and 88 had travelled ledd than 2 miles

HERNE HILL Controlled Parking Zone -- variations

The forthcoming Herne Hill Controlled Parking Zone will see parking meters in operation for just two hours per day -- the probable hours are 12 noon to 2 pm Mondays to Fridays. The 20 minute free bays in Stradella and Winterbrook Roads plus Half Moon Lane (Herne Hill end) will become 30 minutes, with a couple of additional stretches (e.g. at the top of Ruskin Walk). The middle of Ruskin Walk and part of Carver Road will have some residents-only bays: otherwise bays are likely to be mixed-use.
Where the residents have residents-only bays visitor passes (currently £1.20 for the first ten, and £3.00 subsequently) are unlikely to be valid during the restriction period. Do check this carefully.
The easing of hours (which Herne Hill Forum campaigned actively for) will benefit traders, visitors to surgeries and local residents who currently have parking difficulties in their own streets.
Lets make Herne Hill (now no longer called Dulwich following the removal of misleading signs) the place to shop!!

LAMBETH POLICE CONSULTATIVE GROUP

At the group meeting this evening Nick Hardwick, chair of the Independent Police Complaints Commission spoke on his investigation into the John Charles de Menezes shooting at Stockwell
in July 2005. He could say little . However one telling fact was that he submits his report to the
Crown Prosectuion Service (CPS) and Metropolitan Police Service and the MP Authority and where there are other concerns he submits it to the Home Secretary .He has done so in the case.

INADEQUACY OF THE PROCESS.. and REMIT OF THE IPCC

It view of the limited scope of the IPCC's remit it is clear that the invesitgative powers are not adequate for a siutation where other agencies are involved. The extent to which he could ask Army Personnel to account was not clear but he said they did provided statements. This was not covered in full detail but Nic said that he was not empowered to refer the actions of non police officers to the CPS.
I will be asking the CPCG to follow up some detailed questions regarding the scope of the IPCC's powers.

VILLAGE WAY/HALMOON LANE ALTERATIONS.

Local residents have expressed concern about the non management of the junction during the current works programmes and the lack of any temporary arrangement for the School Crossing last week "Gladys" was left completely at sea. Chris Mascord has agreed to ensure safe crossing arrangements and will also take steps to minimise risks of vehicles colliding as almost happened last week with.. when works are completed the junction should be a lot safer for both pedestrains, buses and other road users.
