LAMBETH POLICE CONSULTATIVE GROUP

At the group meeting this evening Nick Hardwick, chair of the Independent Police Complaints Commission spoke on his investigation into the John Charles de Menezes shooting at Stockwell
in July 2005. He could say little . However one telling fact was that he submits his report to the
Crown Prosectuion Service (CPS) and Metropolitan Police Service and the MP Authority and where there are other concerns he submits it to the Home Secretary .He has done so in the case.

INADEQUACY OF THE PROCESS.. and REMIT OF THE IPCC

It view of the limited scope of the IPCC's remit it is clear that the invesitgative powers are not adequate for a siutation where other agencies are involved. The extent to which he could ask Army Personnel to account was not clear but he said they did provided statements. This was not covered in full detail but Nic said that he was not empowered to refer the actions of non police officers to the CPS.
I will be asking the CPCG to follow up some detailed questions regarding the scope of the IPCC's powers.
