The Chair suggested that as the policy was subject to consultation with consultees, the report should be deferred to a future meeting.
Councillor Sawdon referred the committee to page 32 of the report and sought clarification as to why only one example was given in the report. In response, the Divisional Director Public Realm confirmed that a draft policy was expected to be produced in July and that consultation would be undertaken with a range of consultees including the public and licensees. The consultees for the review are set out in the legislation requiring the review.
A member of the Herne Hill Society addressed the committee and stated that the Society was not aware of the proposed changes to the licensing policy. He emphasised that individuals did not know about saturation and opening hours. Therefore, he suggested that local amenities and societies should be notified. In response, the Divisional Director emphasised that there was a statutory requirement to review the policy, but this did not provide an opportunity to review individual licences.
A discussion ensued regarding consultation and it was AGREED that there should be a full consultation on licensing and that members of all parties should be invited to be involved in developing the new policy.
The Lead Scrutiny Officer stated that the Scrutiny Section could help provide resources for example, to assist in arranging a public forum for external consultation, or perhaps pay for consultants if required.
The committee NOTED the contents of the report.
