Brockwell Park LOTTERY BID LATEST
Brockwell Park Heritage Lottery Fund Bid
The bright new future for Brockwell Park came one step closer recently. On 31st March 2006 Lambeth submitted a Stage 1 application to the Heritage Lottery Fund (HLF) for funding to regenerate Brockwell Park. The following information may help you better understand the HLF process and how to obtain further information. There is also an opportunity to become involved in the process if the Stage 1 application is successful.
This Brockwell Park project is somewhat different to most schemes due to the park’s sheer size and scope for improvement works. Regenerating Brockwell Park & Brockwell Hall together would take more money than either Lambeth or the HLF could manage in one go. So we will have ONE Scheme in TWO Phases:
1. What is the timetable for the HLF’s decision?
The anticipated timetable for the application is six months, with a decision from the HLF expected in October 2006. This six-month period will be an interactive time when the HLF will evaluate the submission and come back to Lambeth with queries and questions.
2. What are the main aspects of the submitted proposal?
The Stage 1 proposal will bring the park and landscape elements back to a satisfactory standard, including significant works to the pathways, signage, site furniture, site buildings and boundary fences. Entrances will be improved along with substantial work to improve park drainage, relocate the paddling pool and install a new wetland pond. In addition, the proposal identifies the need to revamp areas of tree and shrub planting with selective removal of some plants and the replanting of many trees and shrubs throughout the park.
3. What elements of the proposal are yet to be resolved?
The submission acknowledges that some elements of the application need further discussion and attention before they are finalised. For example the location of the proposed new paddling pool and demand on the current sports changing block near the Lido need further research.
To quote directly from the Conservation Management Plan
“The Council have reserved the decision on the changing room block pending resolution of outstanding matters. A full assessment of the current, proposed and potential demand on the changing room block will be undertaken, with a view to providing the optimal solution for the park, the park users and community groups. An allocation for demolition has been included in the Stage 1 cost plan to cover the possibility of an outcome concerned with removal or relocation”.
These elements will be progressed further over the coming six months, with a view to having them resolved in time to act on a positive decision from the HLF.
4. How does the proposal address Brockwell Hall?
This application primarily deals with the landscape elements of the park, but, it does include some minor measures around the hall, works to the stable block and restoration of the Clock Tower.
It is envisaged that if the application for Phase 1 works is successful then Lambeth in conjunction with the Brockwell Park Management Advisory Committee (BPMAC) will develop a Phase 2 proposal to address the use and condition of Brockwell Hall and its surrounding buildings.
5. What is the total value of the proposal?
This application, which encompasses the major landscape elements of the park, has a forecast total project cost of £6m. Lambeth have committed £1.5m to this project and with £4.5m requested from the HLF there will be the budget to complete a significant amount of restoration work.
6. How do I obtain more information about the project?
The BPMAC have a website that is dedicated to Brockwell Park, http://www.brockwellpark.com/. From this website you can obtain a range of information from HLF proposal details to general historic information about the park. It is intended that relevant sections of the Conservation Management Plan (the main submission document) will be made available on this website in the near future. In addition to this website, relevant information will be made available on the Lambeth website at http://www.lambeth.gov.uk/.
Lambeth, together with BPMAC, are in the early phases of producing an informative leaflet that will communicate the HLF bid details to park users and the surrounding community members. It is envisaged that this will be ready for distribution at key summer events in the park.
The recent submission is the culmination of over 24 months commitment from Lambeth officers and key stakeholders, including Brockwell Park Management Advisory Committee and the many diverse user groups and interest parties.
