Details of the planning application for changes to
the Brockwell Park boundary are currently on the
Lambeth Planning website.  These changes are minor and
will only serve to enhance the Park and make access
safer and easier.  Moving the Park boundary by only a
few metres at its maximum is an essential part of the
Project.  If planning permission is not granted then
the whole project will collapse.

A small group of people, whose motive seems to be to
stop the Project at all costs, irrespective of the
benefits that it will bring to Herne Hill, are
trying to whip up opposition to the application.  It
is therefore essential that everyone who supports the
project makes that support clear to Lambeth Planning.

CARNEGIE

CARNEGIE LIBRARY  MAKE A GARDEN  27TH OCTOBER  11-3
 
The Friends of the Carnegie Library, Herne Hill are currently creating a reading and wildlife garden behind the Carnegie Library with generous assistance from the Library Service, Lambeth's Parks Department and the British Trust for Conservation Volunteers. The project has been made possible by a BBC Breathing Places grant and additional funding from the Metropolitan Parks and Gardens Association.

Most of the heavy work has now been done and on Saturday, as part of national "Make a Difference Day", there will be a wide range of activities for both adults and children in the garden from 11 - 3, with sandwiches and cakes about 1pm.  The Friends would be delighted if you could  come along for some or all of the day to see what has been achieved so far and what is planned for the future. There will be opportunities to join in some of the remaining clearing  work and to do some planting if you so wish.

NORTH DULWICH ROAD BRIDGE RENEWAL

NORTH DULWICH BRIDGE REPLACEMENT  5 MONTHS ROAD CLOSURES/DIVERSION
 
NETWORK RAIL are going to close the road bridge in Red Post hill by Dulwich station for about 5 months
 
 An announcement by Network Rail (NR) at the Dulwich Community Council Meeting on Monday  caused  considerable  surprise. The closure notice has been listed  on the planning website for some time.  Nevertheless Clouncillors felt that there should be some consultation on the impact of the temporay closure on traffic displacement and bus diversions  inter alia.
 
The   plan is to replace the rail bridge by North Dulwich station (it is unsafe) and as a result it will be closed to road traffic for about 5 months, and to rail traffic on 3 weekends. Pedestrian traffic will not be affected.
 
Before I try to fill in some details you will be pleased to note that Councillor Nick Vineall toby.eckersley@southwark.gov.uk ) is trying to persuade Network Rail to hold a public meeting to explain things more completely to local residents, and to hear their views. So please drop him an email to let him know that you would appreciate such a meeting thus providing him with ammunition to twist NR's arm.
 
The detail (as much as I know) THANKS  TO MIKE COLVIN FOR  THIS INFORMATION
·         They plan to keep the railway operational apart from three weekends – 13-14jan08, 23-24 feb08, 13-14apr08
·         The road will be closed 2jan08 to 16may08
·         One way working was considered impractical
·         Traffic will be diverted via Half Moon Lane and Village Way (since even cars currently have problems negotiating the hairpin turn from Half Moon Lane into Village Way traffic chaos is predicted by me). NR claim that a "minor kerb realignment" will sort this.(I very much doubt it)
·         The 37 bus will bypass the station for the period and be re-routed along Village Way where there will be a temporary stop. YES this does meant that the 37 will pass under the bridge on Village Way. NR claim that this has been tested and works, and that they will "skim the road surface" at this point.
·         Trees along Village Way will be pollarded.
·         The new bridge will be a "single span structure consisting of 26 pre-cast, pre-stressed beams"
·         This will support 44 ton vehicles (current bridge standard)
·         There will be a sympathetic reconstruction of the bridge parapet, possibly using the original style of bricks (current bricks are not the originals).
·         Street furniture to be reinstated "like for like".
·         The grade II listed station building will not be affected.

Your circulation list should be aware that public consultation has just opened on Southwark's Review of its Statement of Licensing Policy.   The notice was published in yesterday's "Southwark News", from which the following are extracts:
            "Your views are invited on the new draft Southwark alcohol, entertainment and late night refreshment licensing policy"
            "The statement of policy is intended to set out how the authority aims to promote the four licensing objectives dealing with crime and disorder, safety, nuisance and the protection of children"
            "Comments are invited  on any aspect of the policy.  These should be made in writing to the Southwark Health Safety and Licensing Unit, The Chaplin Centre, Thurlow St, London SE17 2DG by Friday 30 November 2007.  A copy of the draft policy can be obtained by contacting the Unit directly on 020 7525 5748 or by e-mail to licensing@southwark.gov.uk.
